Sloppy upgrade code in the SLOODLE trunk

I've explained this issue before to no avail, personally and in code reviews (afaik), so now I'm doing it publicly to see if I get any better results. Team members will know exactly who I'm addressing here, but I will happily name-and-shame if this doesn't get sorted, because I'm fed up of trunk code that looks like a script-kiddie attacked it.
The database upgrade code (in "db/upgrade.php") should not drop tables unless they are actually being deleted.
SLOODLE is breaching the GPL

I have made many repeated attempts since then via the issues tracker, forums, IMs, emails, and community meetings to have this resolved, but I have been ignored. Random other development sidetracks have been happily pursued while the responsibility for what we already have has been cast aside.
